Manhattanville’s Retrofit Profile 

Abstract

In response to New York City's Local Law 97 (LL97), part of the Climate Mobilization Act, the Manhattanville Retrofit Project (MRP) evaluates the integration of climate policy with housing rights amidst the transitioning housing market dynamics in Manhattanville, New York City. This project aims to understand how legislative mandates for green building standards influence property values, investment behaviors, and socio-economic conditions. The MRP utilizes a Geographic Information System (GIS) loaded with extensive datasets on energy performance, carbon emissions compliance with LL97, building characteristics, estimated regulatory penalties for non-compliant properties, building code violations, as well as housing evictions and litigation records. It aims to assess the real estate market impacts in a neighborhood characterized by its significant cultural heritage and the potential influence of academic institutions such as Columbia University and the City College of the City University of New York (CUNY). The findings highlight the financial implications for property owners and suggest strategies for compliance that support asset appreciation, urban resilience, and climate justice. The study concludes with policy recommendations that balance economic and social sustainability in urban development, proposing policies that intertwine a bottom-up with a top-down approach to enhance property values while preserving the community's cultural identity.
